SWaM Certification/Recertification

The mission of the Virginia Department of Small Business and Supplier Diversity (SBSD) is to enhance growth opportunities for Virginia’s small businesses to prosper through increased revenue and job creation thereby raising the standard of living for all Virginians.

The SBSD Certification Division is responsible for the administration of Virginia’s business certification programs. Its mission is to ensure only bona fide small, women-owned, and minority-owned (SWaM) businesses, disadvantaged business enterprises (DBE), and employment services organizations (ESO) are certified to participate in Virginia’s specialized procurement and contracting opportunities.

In addition to providing certifications for SWaM, DBE, ESO, and Service-Disabled Veteran-owned (SDV) businesses, the Division also provides specialized management and technical assistance to DBE firms participating in projects funded by the US Department of Transportation and other federal sectors. One of the statutory requirements for Virginia’s SWaM Program is that the certifying agency (SBSD) shall “deny certification to vendors [suppliers] from states that deny like certifications to Virginia-based small, women-owned, or minority-owned businesses or that provide a preference for small, women-owned, or minority-owned businesses based in that state that is not available to Virginia-based businesses.” The following 12 states/district do not allow Virginia-based businesses to participate equally in their SWaM programs or have a preference affecting Virginia-based businesses. Therefore, applicants from Arkansas, California, Connecticut, Florida, Iowa, Louisiana, Minnesota, Mississippi, New Mexico, Ohio, Texas, Vermont, and Washington, DC, are NOT eligible to participate in the Virginia SWaM Program and will not be certified.
